About the Council
The Council consists of 15 independent experts from the fields of education, research and innovation and is responsible for making recommendations to the Federal Council.
The SSC makes its expertise available to federal authorities and stakeholders. The Council aims to continuously improve the framework conditions for the Swiss ERI system, using a “policy for science” approach.
Im November 2025 beschloss der Bundesrat, dem Parlament die Auflösung von neun ausserparlamentarischen Kommissionen zu beantragen – darunter den Schweizerischen Wissenschaftsrat SWR. Für den SWR kam dieser Entscheid sehr überraschend. Das seit 1965 bestehende, unabhängige Milizgremium berät den Bund zur Schweizer Bildungs-, Forschungs- und Innovationspolitik. Künftig soll das SBFI diese Aufgabe übernehmen und bei Bedarf externe Mandate vergeben. Warum dieser Schritt? Der Bundesrat spricht von «gezielter und besser angepasster» Expertise. Der SWR sieht darin einen Widerspruch: Wie kann man unabhängige Beratung stärken, indem man eine Organisation, die gerade dies zum Zweck hat, abschafft? Das Vernehmlassungsverfahren läuft bis Ende April 2026. Lukas Zollinger, Leiter der Geschäftsstelle des SWR, erklärt im Gespräch, was der Rat leistet und warum die geplante Alternative problematisch ist.

The Swiss Science Council SSC is the advisory body to the Confederation for all issues related to science, higher education, research and innovation policy. For each legislative period, the SSC develops a Working Programme in line with the political authorities' agenda.
